Give the money to the taxpayer. The taxpayer pays his debt to the financial institution.
The taxpayer now owes his fellow taxpayers and will repay the money into the treasury at a rate he can afford.
Why give the money directly to the financial institution?
This pays the debt owed by the taxpayer but the tax payer still doesn't get the property!! This is insane!
UNDER NO CIRCUMSTANCE SHOULD THE MONEY GO DIRECTLY TO THE FINANCIAL INSTITUTION
