So all the statistics above come down to the following:::
The Local Government taxes per capita increased 141% under paris from 2000 to 2005.
The School Government taxes per capita increased 57% during the same time period from 2000 to 2005.
While the School system did HAVE a huge tax increase of 52% in 2005, the average over the 5 year timeframe was 11.4% PER YEAR, which is acceptable and falls inline with most other government bodies.
The County under Paris during the same 5 year period averaged 28.2% PER YEAR, which IS NOT acceptable and is more than double most other government bodies.
THIS IS A PRIME EXAMPLE OF THE VALIDITY OF COMPARING PER CAPITA TAXES BETWEEN DIFFERENT TAXING AUTHORITIES OR DIFFERENT COUNTIES.

Them Sunday Farmers want to take our tax money and build a Farmers Market building to sell their produce. I mean thay want us to build them a "store".
I see where you are a mechanic. I'm tired of putting on brake pads, changing oil and wrestling transmissions in the dirt! I want me and you to get us some tax money and build us back yard mechanics a "Shade Tree Garage" for folks like us! I mean with a cement floor and all. It'll be nice Will you help me?

Sore I'll be glad to help as much as I can. Do ya think Boss Hog will give us some o that SPLOST tax money without a fight, sometimeman? Rosco P. Stevens spends that property tax money about as fast as Boss Hog can get it. We had better grab it afore Rosco gets it, though. Just remember they got the guns. How good are you at running and dodging bullets? If you could get some of that money, do you reckon I keep my place up in Gatlinburg? Do you think we could build one as nice as this on in Blairsville City Union County? I'd like to start a chain of Cooter's Garages. I gotta good business up in Gatlinburg, but I sure would like to have some Union County money. Don't work on cars no more, though. It is just a museum, you see. But I might let you change your oil or fix your brakes if we could get some of that money. If we could get some of those folks up from Atlanta way, I could bring in a lot o money into Union County, not as much sales taxes as that old boy Lamar's (er...I mean Boss Hog's) Walmart, though. I rode by that Walmart place in my old truck and they are coming along purdy good. This weeks issue of the local rag. Paris shown giving a plaque to Friends of the Library when what the Friends really want is an addition to the Library. Maybe the Friends forget that Paris failed in adding the addition with present splost funds because he was 75% over budget on the courthouse. The addition to the Library is real low on the agenda of Paris to complete with the new splost.
An example of Paris fooling the people of Union County; pictures and handing out plaques instead of doing something constructive for the County. So how much money does Paris waste with plaques??
Good thing there's not more people starving in Union County, he would be like the Queen of France saying "let them eat cake" or in his case giving them a plaque to munch on.

In the commisars Q&A, he says there are some people who come to his office with a difficult attitude which means they are seeking redress or honest answers. Since Paris is unable to give an honest answer and the people call him on it, he calls them difficult
He calls an honest answer an unreasonable request.

In the Q&A he asks himself (all his questions are his own, he makes them up), "What would work to our favor for having our county road paved?"
His answer should have been, "It's who you know and who you vote for that counts, also if you are one of my developer friends the road is paved."
He knows who votes for who, just ask Harold Cook because Paris looked at the voting ballots and claims Harold voted against the splost. How else would he know if he didn't have inside access info on who voted and how they voted.

The mess Union County is in; The best 911 system-NOT The best GIS system-NOT, only the most expensive which could be had for less. The best employees-Maybe so, maybe not. IN Paris's mind only if they vote for him. The best schools-Compared to which school systems? The best Hospital-NOT The best ambulance service-Only if you live through it. The best fire and rescue dept-NOT, a 9 rating by the insurance industry. The best building inspection-NOT, the County Health building a BIG failure by the inspection team. The best recreation dept and parks-A very good park because of Cook, not Paris. Balanced budgets-Anyone can balance a budget while having HUGE tax increases. Lowest tax rate in North Georgia-A flat out false statement as I have posted many times in this thread.
Explain what you want to straighten out-The truth of all of the above and more.

Paris' ad referring to Newspaper ads. "I have paid over $11,000 to the NGN and West printing."
He fails to mention he has received twice that amount in free ad space in his Q&A. He fails to mention he has received untold thousands in free articles by the biased local outhouse wiper making him appear to be a good leader of the County.

He says NO ONE has an expense account; he fails to mention he has a HUGE expense account himself. Others also have expense accounts, does the commisar think the people are so stupid as to believe county employees are paying for their own expenses when on county business.

He's saving the county millions in splost funds by resurfacing the roads and not paving them.
The closest yet he's come to saying, he ain't done hardly a dang thang to improving the roads in Union County. And the millions he saved have gone where??
$16 million in splost funds collected and nothing to show for it.
WHERE DID THE MONEY GO?

One more time for those who may not know.
The local governments budget is around appox $18-$20 million. Appox 35% comes from property taxes, the rest from other sources like fees, permits, real estate transfer tax, fines, etc.
The local county government and the schools gets appox around $3 million each from the splost tax each year.
So the question remains the same
Where did the money go??

Well, ain't that something, bubba? You just can't beat the power of suggestion. The commissioner is getting serious on us, now. I've been fixin up the General Lee and I haven't read "Union County's and North Georgia's Largest Newspaper" (fishwraper) this week. But I did some shoulder surfing of the NGN rag when Daisy Mae was reading it and I saw that big half page rebuttal the commissioner wrote to Mr. Cook. I guess I'll read it in detail tomorrow when I take my lunch break.
