All the data below are new charts compiled to show county comparisons on LOCAL GOVERNMENT ONLY, NOT SCHOOLS.
There are 3 different charts with 3 different ways to compare the data.
First chart is to show local government only mill rate year to year during Paris' time in office. Second chart is to show differences of taxes per capita levied and percentage increase from 2000 to 2005 for each county listed. Third chart reflects same data as chart 2 in a diferent format.

Union County under Paris has outstriped most of the other counties by as much as 121%, so for someone to say taxes per person don't count must have their head in the sand.
Union County under Paris has the highest increase per person in tax dollars!!
Union County taxes per person FOR LOCAL GOVERNMENT is higher than all the counties listed here except one, it is the 5th highest in all 22 north Georgia counties. Union County under Paris is the 5th highest in percentage increase in taxes per person out of 159 counties.

Per Capita numbers show differences more accurately than millage comparisons. Millage comparisons only show same PROPERTY VALUE tax. It does NOT show Irregularities in PROPERTY VALUE county to county and, within the county, of favored citizens by the courthouse crowd and disparities of property Equalization. Millage only shows a false assumption of low tax in Union County compared to other counties. Per Capita shows the real comparison rate and is used by many other government bodies and private industry.

THE COMMISAR AND HIS SUPPORTERS SAY PER CAPITA TAXES DO NOT REFLECT ACTUAL TAXES AND PARIS GOES ON TO SAY THE NUMBER REFLECTS BOTH LOCAL AND SCHOOLS. HE IS RIGHT, IT DOES REFLECT BOTH TAXING AUTHORITIES. SO LET'S SEE WHICH TAXING AUTHORITY HAS INCREASED TAXES THE MOST IN UNION COUNTY, LOCAL GOVERNMENT OR SCHOOLS. HERE ARE THE NUMBERS FOR YEAR 2000 AND YEAR 2005.
TAXES LEVIED PER PERSON-------COUNTY-------MILL RATE FROM 2000 REPORT $456.50-----------------------UNION---------13.6 TOTAL LOCAL AND SCHOOLS
TAXES LEVIED PER PERSON-------COUNTY--------MILL RATE FROM 2007 REPORT $855--------------------------UNION---------14.229 TOTAL LOCAL AND SCHOOLS
2000 TAXES LEVIED PER PERSON-------COUNTY-------MILL RATE FROM 2000 REPORT $456.50-----------------------UNION---------13.6 TOTAL MILLS $166------------County Government Only-----MILL RATE 4.8 $290.50---------COUNTY SCHOOLS ONLY--------MILL RATE 8.8
FOR YEAR 2000, SCHOOLS MADE UP 63.7% OF TOTAL PROPERTY TAXES AND LOCAL GOVERNMENT MADE UP 36.3% OF TOTAL PROPERTY TAXES.
2005 TAXES LEVIED PER PERSON-------COUNTY--------MILL RATE FROM 2007 REPORT $855--------------------------UNION---------14.229 TOTAL MILLS $400--------------COUNTY GOVERNMENT ONLY----MILL RATE 6.65 $455--------------COUNTY SCHOOLS ONLY-------MILL RATE 7.759
FOR YEAR 2005 SCHOOLS MADE UP 53.3% OF TOTAL PROPERTY TAXES AND LOCAL GOVERNMENT MADE UP 46.7% OF PROPERTY TAXES.
Anyone can see very easily that Local Government under PARIS has had an EXPLOSION in taxes and no NEW services to show for it. Anyone can see that TAXES PER CAPITA ARE A VERY RELIABLE INDICATOR of how much taxes are, and which authority is doing the taxing.

This commisar has raised taxes every year he's been in office. His first year in office he raised taxes by 32%.
After re-election in 2004 he raised taxes again by 40% in 2005.
The very next year after the property re-assessments in 2006 he raised taxes 20%.
Just this past November,2007, he said he had a tax decrease but the records show there was a tax increase of 4.29%. The budget went up, not down as he has said.
Under this commisar the budget has TRIPLED in the last 7 years. If re-elected you are guaranteed a tax increase.
MILLS----YEAR--------TAX DIGEST ---------BUDGET------%INCREASE 4.80-------2000------$502,607,678---$2,412,517----(Base Year) 5.30 ------2001-------600,923,019----3,184,892------32.00% 5.29-------2002-------625,285,783----3,307,762------3.86 5.20-------2003-------676,340,923----3,516,973----- 6.32 5.15-------2004-------719,782,973----3,706,882----- 5.40 6.65-------2005-------778,665,846----5,178,128-----39.69 5.10-------2006------1,213,368,726----6,188,180---- 19.50 5.05-------2007------1,277,947,326----6,453,634----4.29
Edited Today: The untrue statements of Lamar Paris from the 9-10-2008 edition of the liars club called the NGN..
Paris said in his free Q&A::L ""In 2001 we had a tax increase. We increased our rate by 28.73%. That meant your total property taxes (county and schools) actually only increased around 12% since appx. 60% of the taxes are from the school system and not the county."" (gobbly gook talk)
Look above from the legal organ what he has printed in it. For year 2001 he increased taxes 32%. Now look at the mill rate quoted, 5.3 mills. So for county only at a mill rate of 5.3 he increased taxes 32%.
)))The choice is yours voters, believe Paris when he prints a legal notice required by law in the paper or believe him when he uses free space in the paper to print his falsehoods.(((
So now he's trying to lay his tax increases for local county operation on the School Board.
And for year 2005 Paris said:::
"We had to raise the county tax rate by 32%. That meant that your total property tax increase caused by the county government actually increased by about 13% that year (county and school).
Again look above, mill rate for local county only (not schools) was 6.65 and county only tax increase was 39.69% or basically 40%. Again he's trying to lay the blame on the School Board. So how does the School Board feel about Paris pointing fingers at them for his short-comings??
)))Again, a BIG difference between what he is legally required to print in the legal ad and what he says in a Political column.(((

Union County is 5th highest among the 22 most Northern Counties in Georgia in Taxes per person. (Compiled from the 2007 Statistical report from the Georgia Dept Revenue located at:) www.etax.dor.ga.gov/gaforms/publica.aspxCOUNTY-----Total Budget---Population---Cost per------Mil Rate ------------------------------------------Citizen------------- Rabun-------$23,114,532-----16,265-------$1,421--------17.69 Dawson-----$27,050,490-----19,825-------$1,364--------22.434 Pickens-----$25,897,826------28,440---------$910--------20.85 Gilmer-------$24,401,997------27,349---------$892-------21.163 Union-------$17,169,195------20,079---------$855-------14.229 White-------$20,323,956------24,024---------$845-------22.68 Hall--------$129,590,165-----166,302--------$779--------23.77 Gordon-----$38,751,844------50,227---------$771-------26.726 Hart--------$17,821,690------23,953----------$744-------18.25 Lumpkin---$17,948,044------24,529----------$731-------19.209 Whitfield---$65,670,210------91,099---------$720--------20.711 Fannin-----$15,174,862-------21,812---------$695--------17.36 Habersham-$27,524,420-----39,621---------$694--------22.847 Towns---------$6,581,668-----10,281---------$640---------8.537 Banks--------$10,306,530-----16,101---------$640--------20.298 Franklin------$13,494,293-----21,560---------$625--------21.216 Catoosa-----$33,895,060-----60,736---------$558--------22.206 Dade-----------$8,342,589----16,129----------$517--------19.23 Murray-------$20,941,707-----40,814---------$513---------22.145 Stephens----$12,678,840-----25,044---------$506--------28.4 Walker-------$29,893,767-----63,812---------$468--------22.236 Chattooga---$10,363,148----26,499---------$391--------19.047 The validity of PER CAPITA and how they relate to increase in taxes can be seen above. Most of the counties have HIGHER millage and their populations vary in comparison to Union. Whether the population is higher or lower the per capita tax of Union is 5th highest of the 22 counties. Compare the ones that are close in size to Union in population and also compare the millage of those counties. Even though the millage is higher and no matter what the population is, Union's per capita is higher. A true reflection of Per Capita tax comparisons. So all the screaming by the commisar and his buddies don't change the fact of per capita.

As everyone who has ever crossed him has found out, his mean streak comes out again. He puts his signs anywhere he can intimidate someone and most are in illegal places but who is going to cross him? Lamar leaves a trail of bodies and our only defense is to not vote for him. His latest! Harold got permission from our local Burger king and placed a sign on their lawn. What did Lamar do? He calls the corporate offices of burger king and browbeats them into pulling it up. Just like he did at ingels when the republican party was selling raffle tickets. Lets vote the bully out!

I we have read Paris' propaganda in this weeks NGN. And also Harold's full page ad. Paris gives us examples of Harold's last year Audit. Wonder what happened to the other 3 years that he did not mention. And I suppose this last year's audit was done with Paris' auditor, (who was a personal friend of Peggy's) where she worked before. These were also only suggestions by the auditor's on things that needed to be cleared up. Wonder how much money Paris' has lost the county? Harold only lost $20,000 in the Land Field business.. And it took Paris' 3 years to clear up these problems. Give me a break. KEEP ON GOING HAROLD. Too bad we don't have another issue to answer Paris' lies.
Also, here comes Dick Bell again. How did he know that Harold was going to refer to the IVY Log incident? Guess he just knew, as he said,. Is this the issue that Harold referred to when he stated, that Paris' had taken over the roads of a private developer to pave the roads at county expense. Normally the developers are responsible for building the roads and paving.
So here we are again. Leaking information from the NGN to Dick Bell, so he could answer Harold's full page ad, with lies
Did you notice that Harold had the biggest ad, and it was placed on page 12 of the fish wrapper. All other ads were up front.\\ Way to go Normie...

reed-I think we now know who the dunce is in regards to the ads in the paper and it's definitely normie.
Ken West owns the paper and has total control on what goes in the paper so he would be the one to bear the responsibility of ad placement.
They think by putting in the ad, at the bottom, the submission date of 10/09/08 to be printed in this weeks edition proves there is no correlation to Harold's ad. Does anyone really believe that??
I don't.
A sorry paper indeed!!

Well, dang! Old cook really gave that old boy Paris the 4-barrel carburetor in the NGN this week. He must have spent more money on that ad than it cost to fix up the General Lee after the Duke boys jumped 4 cop cars and 16 billy goats. I wonder who wrote that 1-pager for that old boy Cook. It gave me Cook overload and I went to early voting and hit the BIG X for Paris. Sorry, Bubba.
That NGN was about as thick as the Atlanta-Journal Constipation this week with all those candidates calling each other liars. I got to admit Paris gave Cook the double zinger with audit report. Where is NBC and CBS to tell us who won the NGN biggest lie contest? I do agree with Charles Jenkins. I'm tired of the trash talk and gutter politics, too. Well, we will know the score on November 4th.
I'll just be glad when the election is over. Maybe some day soon, when the smoke settles, the winners will get around to running the nation and country. Let's hope the next four years are better.

"Sorry, Bubba. "
you don't have to apologize to me cooter. You may have to apologize to your family later on for voting socialist.
"Maybe some day soon, when the smoke settles, the winners will get around to running the nation and country. Let's hope the next four years are better."
Never fails to amaze me when people think things will get better when the same ole guys are re-elected. The same ole men who screwed up the country and the county to begin with.
It's the same kind of thinking where one goes into a bad part of town, gets robbed, beaten, and his wife gets raped. 4 years later he goes to the same part of town thinking he's gonna resolve the problem and dang, the same thing happens.
